We have no plans at this time to port Kodi to WebOS or any other OS.

Thank you , Very straight forward answer. Consider it  if Plex &  IPTV & streaming services  are there then Kodi  must  be as well.

We barely have enough active developers at the moment to maintain support on the OS's we are on. So we are not able to add additional ones.

Plus from memory, at least some of the TV OS's are not suitable/capable to run Kodi directly anyway.

And it's not exactly difficult or expensive to add a device to run Kodi on separately, and by doing so you also get complete flexibility for updating the device and maintaining it after the TV supplier ditches support for your TV model.

The reasons why porting Kodi to WebOS is very unlikely is better explained here https://forum.kodi.tv/showthread.php?tid=293978 and https://forum.kodi.tv/showthread.php?tid=108547

Similarly, the same reasoning is also reasoned and explanation for Samsung ports https://forum.kodi.tv/showthread.php?tid=83603 and https://forum.kodi.tv/showthread.php?tid=61754

The platforms you mentioned basically only support web application (or web app, e.g. HTML5 apps), see https://en.wikipedia.org/wiki/Web_application

Problem with that is that Kodi is not a web app, but a so called "native app" as it is written in C/C++ and it and all its dependencies need to be specifically coded for each operating system.

The short and simple answer is that the manufacturers of those platforms do not provide NDK (Native Development Kits) that required support open-source C/C++ applications like Kodi.

Also note that for a port to be successful, such an NDK also needs to provide OpenGL or OpenGL ES support and hardware video decode support.

Even if you could first convince those manufacturers of those platforms to provide an NDK that supports open-source C/C++ applications then the efforts to port Kodi would still be huge.

FYI; Plex do not run a ported version of the same application on each and every platform they support, (while Plex clients might look and feel similar they do not all use the same code).

Plex for Samsung Hub and WebOS are custom clients written specifcially as "web apps" using their SDK (Software Development Kits) for those platforms. Note "SDK", not "NDK" differnce.

People have looked at porting Kodi to WebOS & Tizen and they've had some success at getting the app to run, however the big issue that anyone looking at doing this runs into is that none of the developer kit tools give API access to the hardware A/V decoders for video/audio. So this means Kodi being limited to software decode only, which with the typical SoC in these TV's likely means nothing better than 1080p output.

It seems to me that this is not a good idea - to give access to the IPA to everyone. In addition, it increases the risk of copying the program code of the device.
